HUBZone Program Gets Precedence Over Other Set-Aside Programs
One word in an acquisition regulation lifts the HUBZone (Historically Underutilized Business Zone) program above all other small business programs, according to a recent decision on a protest made by the Government Accountability Office.
Agencies must give precedence to the HUBZone small-business program before using the other set-aside programs. A federal contracting officer “shall set aside acquisitions" to HUBZone small businesses, GAO wrote in its report, citing the Federal Acquisition Regulation.
As a result of "shall" versus "may," the GAO said the FAR requires set-aside precedence for HUBZone businesses and strengthens the argument that HUBZone set-asides have priority over any other set-aside program when there are two or more qualified HUBZone bidders. Disaster Recovery Contracts
Information about federal contacting opportunities for small businesses able to support post-disaster cleanup and rebuilding in areas devastated by recent storms and flooding is now accessible through the U.S. Small Business Administration’s(SBA) Disaster Contracting Assistance Center (DCAC).
The DCAC provides a central point of reference for small businesses, particularly minority, women and veteran-owned businesses, to register for and learn about federal contracting opportunities. Business owners can visit the web for a detailed look at how to seek government contracts.
